Pro 24:3-6 says " by wise council build and by wise souncil wage war". Gathering elers in coucils was used in vivil as well as religious goverment in hebraic culture. Proverbs also says there is safety in the multitude of council and God designed us to need each other ( Eph 4:16, Eze 37:1-10 and 1 Cor 12 ) 

Elders are gathered at the gate make decisions ( Deu 21:19, 22:15 Jos 20:4 ) They are smarter together than apart so they are formed into councils. 

This is important element in establishing God's Kingdom on earth.
